NTEP Applications
NTEP Applications
Administrative Applications
Non-Technical Editorial Change
This application should be used if you would like to change the information listed in the "Submitted By" box on the Certificate of Conformance (CC) or to correct for errors contained on the CC, such as e min or n max . This application does not extend to adding new information such as changing the company name or adding new models. To change the company name, please see the Sale of a Company application. All applications are subject to individual consideration.
Private Label
This application should be used if a company is marketing a device from a manufacturer and re-labeling it under its own name. A separate application is required for each NTEP Certificate of Conformance.
Please mail identification labels via USPS to:
National Council on Weights and Measures
9011 South 83rd Street | Lincoln, NE 68516
*if you are unable to use USPS please contact Danyelle Dolan at danyelle.dolan@ncwm.com for additional shipping information *
*Note: If submitting a Private Label Application online, you must also submit an Original Manufacturer Signature Form.
Reactivation
This application should be used if you would like to reactivate an inactive NTEP Certificate of Conformance. No testing is required. The reactivation must be made within 12 months of the date the Certificate became inactive.
Sale of a Company
This application should be used if a company has purchased the assets of a manufacturer who's weighing or measuring device is covered by a NTEP Certificate of Conformance and wishes to transfer the original manufacturer's Certificate of Conformance to its name. A separate application is required for each NTEP Certificate of Conformance.
Grain Analyzer Applications
Grain Analyzer - Phase I
This application should be used if you do not currently have an active grain analyzer NTEP Certificate of Conformance (CC) for a specific model; you wish to add additional feature(s) to an existing active CC such as adding test weight per bushel; or you wish to add an additional or updated near infrared calibration to an existing active CC.
Grain Analyzer - Phase II
This application should be used if you currently have an active Grain Analyzer Certificate of Conformance (CC) for moisture or moisture and test weight per bushel. Phase II testing is performed annually to update the calibrations of devices that are successfully evaluated in Phase I.
Note: You must participate annually in Phase II to maintain a current NTEP Certificate of Conformance. All requests for Phase II testing must be submitted each year by May 15.
Measuring Applications
Electronic Cash Register Interfaced with Retail Motor-Fuel Dispenser
This application should be used if conducting a general evaluation of new electronic cash register interfaced with retail motor-fuel dispensers. It is assumed the dispenser has been previously evaluated.
Electric Vehicle Supply Equipment (EVSE)
This application should be used if the device or equipment is designed to measure and deliver Electricity. Means may or may not be provided to indicate automatically, for one of a series of unit prices, the total money value of the electricity measured, or to make deliveries corresponding to specific money values at a definite unit price.

Non-members
Liquid Measuring Device
This application should be used if the device or equipment is designed to measure and deliver liquid. Means may or may not be provided to indicate automatically, for one of a series of unit prices, the total money value of the liquid measured, or to make deliveries corresponding to specific money values at a definite unit price.
Multiple Dimension Measuring Device
This application should be used if the device is used for determining the dimensions and/or volume of objects for the purpose of calculating freight, storage, or postal charges based on the dimensions and/or volume occupied by the object package.
Taximeter
This application should be used if the device automatically calculates at a predetermined rate or rates and indicates the charge for hire of a vehicle. This application does not apply to odometers on vehicles that are rented on a distance basis.
U.S./Canada Mutual Recognition Arrangement for Retail Motor-Fuel Dispenser
*Note: An additional Canadian application must be submitted to both NCWM and Measurement Canada. Canadian Applications can be obtained here.
This application should be used if applying for a NTEP Certificate of Conformance (CC) under the National Type Evaluation Program and a Notice of Approval (NOA) under Section 3 of the Canadian Weights and Measures Act for devices covered by the U.S./Canada Mutual Recognition Arrangement on Type Evaluation. Each country issues its own CC and NOA.
Acceptable devices: gasoline and diesel dispenser, high-speed dispenser and gasoline and diesel meters intended to be used in fuel dispensers and truck refuellers only.
Weighing Applications
Automatic Bulk Weighing System
This application should be used if a weighing system is adapted to the automatic weighing of bulk commodities in successive drafts of predetermined amounts automatically recording the no-load and loaded weight values and accumulating the net weight of each draft (i.e. a hopper batching system).
Automatic Weighing System
This application should be used if the device automatically weighs pre-assembled discrete loads or single loads or loose materials. Some weigh-labelers and checkweighers may also include a scale that is incorporated in a conveyor system that weighs packages in a static or non-automatic weighing mode.
Belt-Conveyor Scale
This application should be used if a device that employs a weighing element in contact with a belt to sense the weight of the material being conveyed and the speed (travel) of the material, and integrates these values to produce total delivered weight.
This application does not apply to devices used for: discrete weighing while moving on conveyors, measuring quantity on a time basis, checkweighers, controllers or other auxiliary devices as they may affect the weighing performance of the belt-conveyor scale.
Electronic Cash Register Interfaced with Scale
This application should be used if conducting a general evaluation of new electronic cash register (ECR) that is interfaced with scales to comprise point-of-sale (POS) systems or software for front-end POS system. It is assumed that the weighing/load receiving element has been previously evaluated.
Large Capacity Scale
This application should be used for the following device types: Axle-Load, Vehicle (static or in-motion), Railway Track Scale, or Weighing/Load Receiving Element with a capacity of 30 000 lb or greater.
Load Cell
This application should be used if the device, whether electric, hydraulic or pneumatic, and produces a signal (change in output) proportional to the load applied.
Scale / Main Element of a Scale
This application should be used for the following device types: Computing Scale, Non-Computing Scale, Crane Scale, Grain Test Scale, Hanging Scale, Hopper Scale, Indicating Element for Scales, Jeweler's Scale, Livestock Scale, Monorail Scale, Parcel Post Scale, On-board Weighing System, Postal Scale, Prepackaging Scale, Prescription Scale, Scale System Controller (non-automatic), Weigh-in/Weigh-out System or Weighing/Load Receiving Element with capacities less than 30 000 lb.
U.S./Canada Mutual Recognition Arrangement on Type Evaluation Scale
*Note:
An additional Canadian application must be submitted to
both
NCWM and Measurement Canada. Canadian Applications can be obtained here.
This application should be used if the device is 1) electronic computing and non-computing bench and floor scales with a capacity up to 1 000 kg (2 000 lb) 2) separate weighing/load receiving elements with a capacity up to 1 000 kg (2 000 lb) 3) separate electronic indicators (except those that are "software based," i.e., programmed by downloading parameters) or 4) mechanical scales up to 10 000 kg (20 000 lb).
