 Obtain NTEP Certification

1)  Complete the appropriate NTEP Application.  Submit to NCWM (with payment included).

  • The NTEP Administrator will review the application and determine if testing is necessary.
  • The application is assigned a Control Number (CN) and a laboratory to conduct the evaluation.
  • The applicant will receive notification of the CN along with information regarding the laboratory assignment from NCWM.

2)  At this time, the applicant will communicate directly with the laboratory.  Please use the CN as a reference to your application.

  • The lab and applicant will discuss testing requirements, deposit requirements and schedule a delivery of the device to the lab and/or to a field site for performance and permanence testing.
  • The lab will process each device on a first come, first serve basis.
  • NOTE:  For your application to remain open, you must contact the assigned laboratory within thirty (30) days of the initial notification from NCWM.
  • NOTE: The device must be available for evaluation within ninety (90) days of the initial notification from NCWM.
  • NOTE:  If the above obligations are not met, NTEP will close your application.  This will require you to submit a new application (and fees) to renew the process.

3)  Once the device has passed the lab evaluation, the lab personnel will draft a Certificate of Conformance (CC).

  • The NTEP Administrator will review and approve all data.  Once approved, the CC will be posted on the NTEP CC Database.
  • The applicant will be notified via email that the CC is active.  NCWM does not issue paper certificates.  It is your responsibility to print the CC for your own records.

4)  To keep your NTEP Certification in Active status, you must pay your NTEP Annual Maintenance Fees:

NCWM charges an annual maintenance fee for all active Certificates of Conformance.  By paying the maintenance fee, the manufacturer declares intent to continue manufacturing the device and agrees to the terms and conditions for renewal of the National Type Evaluation Program Certificates of Conformance.  Maintenance fees are invoiced each year on October 1.

  • NCWM Member Rate:  $155/per certificate
  • Non-Member Rate:  $230/per certificate

If Paid After November 30:

  • NCWM Member Rate:  $230/per certificate
  • Non-Member Rate:  $340/per certificate

Part 2:  Processing Your Application

Administrative Review:  Once an application is submitted, the NTEP Administrator reviews the application to verify its accuracy.  Applicants may be contacted for further information or clarification.

Payment Processing:  Funds must be received by NCWM before an application is processed.  The Certificate Processing Fee is refundable in the event an application is closed without the issuance of a Certificate of Conformance (CC).

Lab Assignment:  The NTEP Administrator will assign the application to an Authorized NTEP Laboratory for evaluation. NOTE:  NTEP Labs have their own fees (separate from NTEP Application Fees).  NTEP Staff will notify the application of the assignment via email along with a receipt.


Part 3:  Evaluation Process

Communication:  Once the application is assigned to a lab, it is the applicants responsibility to communicate directly with the lab personnel throughout the evaluation process.

Participation:  If the applicant wishes to be present during the evaluation, you should make arrangements directly with the lab.

Time to Evaluate:  The time frame for evaluation completion is dependent on lab workload, device type, and if any corrective measures are required to achieve compliance.  Please discuss progress and expectations directly with the lab.

Failures/Corrections:  If an evaluation is delayed due to failures requiring corrective measures by the applicant, you have ninety (90) days to resubmit the corrected device.  If not, the evaluation will be placed on hold.  Upon a fourth failure, the NTEP Administrator may close the application.


Part 4:  Issuing the NTEP Certificate of Conformance

Reviewing the Draft:  Applicants have the option to submit a Draft Certificate.  This option is exercised by those applicants with extensive knowledge of certificate content and formatting.  Otherwise, the certificate is typically drafted by the lab (fees may apply).  The laboratory and the applicant will review the draft to the satisfaction of each.  Final review is performed by the NTEP Administrator prior to publishing. The applicant may bear responsibility for errors on published certificates.  Please review carefully.

Publishing:  NTEP Staff provide an electronic copy of the final Certificate via email and publish it to the NCWM website.  Certificates are retrievable for viewing and download by the general public through an online NTEP Database Search.

NTEP Fees

NTEP Fees support the administrative and technical activities of NTEP. 

  • All application fees are due at the time of submission to NCWM. 
  • Applications will remain on hold until all funds are received.
  • NTEP Lab Evaluation hourly rates and fees are not included in NTEP Fees.  These are separate fees assessed by the assiged lab.

Application Fees

All application fees are due at the time the application is submitted to NCWM.  Applications will remain on hold until all funds are received.  This fee is non-refundable.  Excludes:  Non-Technical Editorial Change, Private Label, Reactivation, and Sale of Company applications.

  • NCWM Member Rate:  $800
  • Non-Member Rate:  $1,200

Certificate Processing Fees

All fees are due at the time the application is submitted to NCWM.  Applications will remain on hold until all funds are received.  This fee is refundable if a device fails a lab evaluation or the application is closed by request.

  • NCWM Member Rate:  $150
  • Non-Member Rate:  $225

Certificate Drafting Fees

This fee applies only to NTEP Private Label Applications

  • NCWM Member Rate:  $350
  • Non-Member Rate:  $525

All fees are subject to change.  These fees are updated on a regular basis in conjunction with the latest edition of NCWM Publication 14. The hourly rates do not include other related charges such as travel, equipment, expenses and Certificate of Conformance drafting fees, (if applicable).
